SFEL (Standard Format for Equipment List)

Computerize your Rig Inventory and Bidding Process

IADC has approved a Standard Format for Equipment List (SFEL) for the offshore industry to facilitate an efficient exchange of bid information between operators and contractors.

Epoch was selected by the IADC as the exclusive provider of the database application which incorporates this list to a computerized format.

Two versions are currently available from IADC:

• SFEL for Semi-Submersibles

• SFEL for Jack-Ups.

This initiative was motivated by shared frustrations:

...the contractors -
Contractors are frequently asked to conform with tedious operator specified equipment list formats in their bid proposals. The effort in reformatting to operator specifications can consume 2-3 man-days between contracts, operations and engineering staffs.

...the operators -
Operators are frustrated with incomplete, inconsistent and poorly prepared contractor submissions.

Database:

• 3600+ fields in the Semi-Submersible Program.

• 4000+ fields in the Jack-Up Program.

• Three databases in the contractor's versions:

  Rig Data : To maintain the actual rig inventory.

  Working Proposals : A temporary work area to prepare bids.

  Submitted Proposals : To maintain a history of submitted proposals

• One database in the operators version:

  Received Proposals : To maintain all the received proposals from contractors

• Option to define additional fields for each section.

• User defined unit types and conversion factors for any/all fields with automatic data conversion.

• Ability to store pictures for each rig / proposal.

• Automatic protection on proposal data from accidental over-write in both contractor and operator versions.

Screens:

• 103 input screens in the Semi-Submersible Program.

• 109 input screens in the Jack-Up Program.

• All screen formats are approved by IADC.

• Option to view/edit up to three rigs / proposals at a time on each screen.

Reports:

• Printed SFEL formats are approved by IADC.

• Option to print entire rig inventory / proposal.

• Option to print up to 3 rigs / proposals at a time.

• Option to print operator specifications.

• Option to print selected sections / fields from the entire list.

• Option to print individual and multiple variance reports.

• Option to print individual and multiple comparative reports.
